1. Updated the "include"s.
2. No logs read API in the AppEngine anymore. Replaced by the GCP logging API.
3. Use "GO111MODULE=off gcloud beta app deploy ./dashboard/app/app.yaml --no-promote" to test new deployment.
4. Updated the documentation.

dep tool vendored too much code (100MB) including tests and unused packages.
godep vendored significantly less (12MB) without tests and unused packages.
The main advantage is that pre-Go1.9 toolchain does not run tests
of all vendor packages now.

All dependencies are vendored with:
go get github.com/golang/dep
dep init
If necessary, can be updated with:
dep ensure -update
