dashboard/config/linux: enable networking subsystems for KCSAN instance
Add the 'onlynet' tag and use it on the KCSAN instance.
Strictly speaking 'wireless', 'bluetooth', and 'hamradio' could also be
included in 'onlynet', but leave them out for now.
