sys/linux: fix SIOCGIFINDEX
Mark ifindex as opt in SIOCGIFINDEX.
Otherwise it's considered inout and SIOCGIFINDEX can't be used
to produce ifindex'es on its own. It requires an input ifindex
first and only then it can output own ifindex.
