pkg/instance: extract crash dumps
If the crash dumps are enabled, collect one crash dump per each crash
when fuzzing locally.
Optionally also collect crash dumps in pkg/instance's Test().
Inspired by Chenxi Huang's downstream changes to syzkaller.
