dashboard/config: add a slim config for kexec
The `upstream-kexec.config` may be used to build a slim kernel to kexec
into after a kernel panic. It does not need the instrumentation and many
of the kernel subsystems.
On the latest Linux kernel release, the resulting bzImage takes 12M.
