dashboard: explicitly handle and pass parsed bug info
We already have all the information for handleTestRequest() inside
loadBugInfo(), there's no need to query those entities from the DB
again.
Refactor the code to return a single structure from loadBugInfo(), so
that we could return more data.
Refactor handleTestRequest() to accept a single args structure + to
accept bug, bugKey and bugInfo as arguments instead of querying them.
