tools/create-gce-image.sh: create archive for syz-gce
Create archive ready to use with syz-gce (pack disk image,
vmlinux, key and tag into a single tar.gz).
Also use sudo only for specific commands, otherwise we create key
file readable only root which is inconvinient.
