syz-fuzzer: add a stat for `prog.ErrExecBufferTooSmall` errors
In `syz-fuzzer/proc.go` a comment states that failure to serialize is a
common issue, particularly for `syz_mount_image` seeds. This commit adds
a state track exactly how frequent this is.
