Revert "tools/docker: add qemu-user-binfmt to syz-env"
This reverts commit 8c86a475f5d807fe4cf26fb366871a55402e38d6.
Apparently binfmt_misc cannot be mounted within the Docker container,
so we don't need these hooks.
