sys/linux: declare KVM_{SET,GET,HAS}_DEVICE_ATTR for VCPUs
According to https://docs.kernel.org/virt/kvm/devices/vcpu.html,
VCPUs also have device attributes. Add descriptions for ioctls that
manipulate those attributes.
