syz-fuzzer: prevent fail_nth>0 programs from reaching corpus
There have been cases of fail_nth>0 programs sneaking into the corpus.
Validate and drop such programs in syz-fuzzer.
Panic on syz-fuzzer attempts to report such a program to syz-manager.
