tools/docker: use apt-get update --allow-releaseinfo-change
Without this flag I am getting:
D: Repository 'http://security.debian.org/debian-security
buster/updates InRelease' changed its 'Suite' value
from 'stable' to 'oldstable'
Error: Process completed with exit code 100.
