sys/linux: cover tcx attachment for BPF_LINK_CREATE
Commit [1] upstream added support for tcx program attachment through
BPF_LINK_CREATE. This commit covers the UAPI extension for that command
in syzkaller. It reuses the id_or_fd union defined in commit
ece90fe7b89e ("sys/linux: support multi-progs for BPF_PROG_ATTACH").
