pkg/gce: recognize more pool exhausted errors
We seem to be getting more of ZONE_RESOURCE_POOL_EXHAUSTED_WITH_DETAILS
errors rather than ZONE_RESOURCE_POOL_EXHAUSTED.
Let's support both.
