dashboard/config/linux: add arm64 config
Add arm64 config for qemu.
The config disables lots of hardware drivers enabled by defconfig,
we don't test them but they slow down boot a lot.
Some similar changes to common config bits were required as well.
For example, disabling some I2C, tablet, etc drivers.
