dashboard/config: re-enable selinux
Upstream "selinux: fix mounting of cgroup2 under older policies"
commit fixes mounting of cgroup2 under wheezy selinux policy.
So don't disable selinux on start.
Create separate cmdline arguments that enable selinux and apparmor.
