executor: remove unused sysctl setup
pkg/host.Setup never asks to setup "sysctl" feature explicitly,
sysctl's are assumed to be setup whenever "syz-executor setup" is executed.
Thus "sysctl" does not need to be present in the list of available
things to setup.
