syz-manager: expose filtered raw cover in http handler
This adds /filterpcs handler which is similar to /rawcover.
It returns a file with all covered so far filtered PCs.
Useful for offline filtered coverage processing, diffing coverage, etc.
In particular allows to do:
curl http://localhost:1234/filterpcs | addr2line -e vmlinux
