dashboard/configs: add script to generate baseline configs

Add new script to generate baseline config files. Also add
baseline config files that were created using this script.

Script is using upstream-kasan.config and it's counterpart
upstream-kasan-barebones.config to generate baseline for each
syzbot config file.

upstream-kasan-barebones.config is prepared manually by disabling
everything that is not needed to boot-up. Also all debugging
options used by syzkaller are kept enabled.

Upstream-kasan.config.baseline is prepared by enabling back all
options that have any dependencies enabled in
upstream-kasan.config.

This strategy is tackling problem with config bisection and
dependency options. I.e. we don't know if certain option
identied by config_bisect.pl has any dependencies that has to be
enabled as well. Still vmlinux size is rather small: ~300MB with
upstream-kasan.config.baseline vs. ~900MB upstream-kasan.config.
With upstream-kasan-barebones.config vmlinux is ~100 MB
