syz-manager: untie corpus minimization from fuzzer connects
We used to minimize corpus when fuzzers connect b/c we sent the corpus to fuzzers.
Now we don't send it and it does not make sense to minimize on connects.
There is absolutely no relation between corpus use and fuzzer connects now.
Connects can also happen too often, or too infrequently.
