sys/linux/test: add a test for bpf_cgroup_sysctl
- Add a test for BPF_PROG_TYPE_CGROUP_SYSCTL. This could be used as a
corpus.
- Remove an unnecessary file sys/linux/bpf_lsm.txt.const.
