dashboard: change the title for subsystem reports
Google groups do not seem to adequately parse the existing `[syzbot]
[subsystemName] Monthly Report` format. Instead, the service just
combines all such email threads into one big thread.
Use the `[syzbot] Monthly subsystemName report` format.
